Each hour, approximately 7,500 people move from the country to the city.<sup>2<\/sup><\/h2>\n<h4>Design of cities is thus crucial to the quality of human life. \u00a0Compact, diverse, carefully planned cities offer better economic, cultural and social opportunities<sup>11<\/sup> and promote gender equality<sup>1<\/sup>. \u00a0Through the <strong><span style=\"text-decoration: underline;\"><a title=\"Urban sprawl and car dependence- Historical Sketch\" href=\"http:\/\/willandrewsdesign.com\/?page_id=2103\" target=\"_blank\">20th century<\/a><\/span>,<\/strong> cities were adapted to cater for private car use as a major transport mode.  New towns, communities and suburbs followed suit, taking the form of urban sprawl and descending into almost total dependence on the private car for transport.<\/h4>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2161\" title=\"SFcaf\u00e9\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/SFcaf\u00e9.jpg\" alt=\"Valencia Street, San Francisco, 2011\" width=\"800\" height=\"478\" \/><\/p>\n<p>The last few decades have seen a reaction. \u00a0Realising that compact cities are economically and environmentally more efficient, governments\u00a0<sup>6,7,8,10,12<\/sup> and local authorities worldwide<sup>13<\/sup> have been attempting to introduce higher standards of urban design, and to counter uncontrolled development and sprawl. \u00a0The issues and practices are complex, and a successful city requires many factors to be managed in an integrated way, including-<\/p>\n<ul>\n<li>Close co-ordination between regions, neighbouring cities and adjoining local authorities;<\/li>\n<li>Best evidence-based practice available to and followed by urban designers;<\/li>\n<li>Urban planners being empowered, through national or local legislation backed by meaningful enforcement, to enact best practice;<\/li>\n<li>Citizens being consulted, involved and informed at every step of an urban design process;<\/li>\n<li>Stakeholders such as community groups, builders, financiers, developers and transport providers also being consulted.<\/li>\n<\/ul>\n<h3>Good urban design<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2164\" title=\"UrbanDesign\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/UrbanDesign.png\" alt=\"\" width=\"800\" height=\"270\" srcset=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/UrbanDesign.png 800w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/UrbanDesign-150x50.png 150w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/UrbanDesign-300x101.png 300w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/UrbanDesign-720x243.png 720w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p><strong>Successful urban design offers citizens<sup>23<\/sup>&#8211;<\/strong><\/p>\n<ul>\n<li><strong>Permeability<\/strong> -the ability to travel through the city on varied routes;<\/li>\n<li><strong>Vitality<\/strong> -a varied experience of other citizens, culture and business services;<\/li>\n<li><strong>Legibility<\/strong>&#8211; a clear layout and set of nodes, landmarks and routes which allow citizens navigate and understand their geography.<\/li>\n<\/ul>\n<p><strong>A successful urban environment might feature<\/strong><sup>9<\/sup>&#8211;<\/p>\n<ul>\n<li>No development created without high-quality transport facilities serving it;<\/li>\n<li>Vertical as well as land-use zoning i.e. uses can vary within buildings or properties as well as within districts;<\/li>\n<li>A minimum of around 150 dwellings per hectare, in two- to eight- storey buildings<sup>9<\/sup>;<\/li>\n<li>High-quality urban spaces with good proportions, attractive, functional buildings and good orientation to sun, wind and views;<\/li>\n<li>A mix of facilities allowing a variety of activities in urban spaces;<\/li>\n<li>30 mins commuting times<sup>9<\/sup>;<\/li>\n<li>&#8216;Week-to-week&#8217; facilities for residents located within 800m (10 mins walk) of dwellings;<\/li>\n<li>Access for all to parks, playgrounds and natural features like sea fronts or rivers;<\/li>\n<li>Respect for the heritage and history of the city; conservation of historic structures; celebration of local cultures.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2145\" title=\"TownPlanning\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/TownPlanning.jpg\" alt=\"\" width=\"800\" height=\"270\" \/><\/p>\n<h3>Urban sprawl suppresses the opportunities and progress cities offer by-<\/h3>\n<ul>\n<li>Imposing direct costs<sup>14 <\/sup>of motoring;<\/li>\n<li>Reducing economic connectivity and innovation<sup>5 <\/sup>;<\/li>\n<li><a title=\"IPH- Active Travel, Healthy Lives\" href=\"http:\/\/www.publichealth.ie\/activetravel\" target=\"_blank\">Promoting ill-health<\/a> through sedentary and polluted lifestyles<sup>3,15 <\/sup>;<\/li>\n<li>Creating\u00a0<a title=\"Appleyard Social Severance Diagram\" href=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/AppleyardAIPSocialNetwork.jpg\" target=\"_blank\">social severance<sup>2 <\/sup><\/a>, and<\/li>\n<li><a href=\"http:\/\/www.oecd.org\/env\/transportandenvironment\/oecdguidelinestowardsenvironmentallysustainabletransport.htm\" target=\"_blank\">Excluding<\/a> 42%<sup>17<\/sup> of the population including the elderly, those with poorer sight, epilepsy or other disabilities, and the less affluent, from equal participation in society.<\/li>\n<\/ul>\n<p>Promoting vehicle use, which in turn-<\/p>\n<ul>\n<li>Increases collision fatalities and injuries;<\/li>\n<li>Promotes air, noise and light pollution;<\/li>\n<li>Deprives children of independence in social or leisure activities<sup>17<\/sup>, leading to lack of independence and confidence.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2021\" title=\"Retro-Futurism City\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/Retro-Futurism-City.jpg\" alt=\"Retro-Futurism City\" width=\"750\" height=\"579\" srcset=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/Retro-Futurism-City.jpg 750w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/Retro-Futurism-City-150x115.jpg 150w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/Retro-Futurism-City-300x231.jpg 300w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/Retro-Futurism-City-720x555.jpg 720w\" sizes=\"(max-width: 750px) 100vw, 750px\" \/><\/p>\n<h3>Measures for Existing Cities<\/h3>\n<p>Existing cities can and are being <a title=\"\u2018Now What\u2019 Balbriggan Project\" href=\"http:\/\/willandrewsdesign.com\/?page_id=1786\" target=\"_blank\">retrofitted<\/a> to reclaim urban sprawl and bring back livability.  Measures might include<sup>9,22<\/sup> the following.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" title=\"Vauban,Freiburg\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/VaubanFreiburg.png\" alt=\"Town Square, Vauban, Freiburg, Germany\" width=\"882\" height=\"577\" \/><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Better administration and control<\/strong>&#8211;\u00a0Increased co-ordination of regional bodies, as well as-\n<ul>\n<li>Co-ordination of transport and land-use policies;<\/li>\n<li>Empowerment of local society to mandate and enforce sustainable development on developers, financiers and transport providers;<\/li>\n<\/ul>\n<\/li>\n<li><strong>Effective zoning and planning practices<\/strong>, like-\n<ul>\n<li>Zoning for adequate services in residential districts;<\/li>\n<li>Prevention of construction in locations without transport to essential services;<\/li>\n<li>Incentives to financiers and developers to create infill development, which offer higher densities, and to-<\/li>\n<li>Develop brownfield sites leading to population and diversity increase;<\/li>\n<\/ul>\n<\/li>\n<li><strong>Travel reduction<\/strong>, for example some of the following measures-\n<ul>\n<li>Residential and workplace travel plans;<\/li>\n<li>Travel co-ordinators for specific districts;<\/li>\n<\/ul>\n<\/li>\n<li><strong>Encouragement of sustainable transport<\/strong> which might include such measures as-\n<ul>\n<li>Subsidised car clubs;<\/li>\n<li>Bicycle share schemes;<\/li>\n<li>Reductions in subsidies (access to urban road and parking space, maintenance of infrastructure, construction of new infrastructure, health subsidies covering obesity and accident) for unsustainable transport; transfer of funding to public transport;<\/li>\n<li>Increased &#8216;filtered permeability&#8217; i.e. opening routes allowing walking or cycling shorter while precluding motorised transport;<\/li>\n<li>Congestion charges for unsustainable, sedentary transport modes;<\/li>\n<li>Removal of space allocated to unsustainable modes i.e. transferring traffic lanes from motorised to non-motorises use; conversion of parking structures to parking for bicycles or other uses.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2144 alignnone\" title=\"SligoInfill\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/SligoInfill.png\" alt=\"Illustration from Urban Design Manual, Department of Environment, Heritage and Local Government, 2010\" width=\"593\" height=\"379\" srcset=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/SligoInfill.png 593w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/SligoInfill-150x95.png 150w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/11\/SligoInfill-300x191.png 300w\" sizes=\"(max-width: 593px) 100vw, 593px\" \/><\/h3>\n<h3>Cycling\u2019s Contribution<\/h3>\n<p>The benefits of widespread transport by cycling are well-known and easily identified. \u00a0The health benefit of incorporating regular exercise in commuting<sup>3<\/sup> or other daily routines top the list. \u00a0Continuing epidemics of obesity in developed countries, frequently described by public health experts as a &#8216;ticking time-bomb&#8217;, can be tackled cost-effectively by replacing many 6km-or-less car journeys with bike trips.<\/p>\n<ul>\n<li>As a tool of urban design, cycling offers improvements to the public realm- with a greater effective range than walking -seven or eight kilometers for the recognised<sup>3<\/sup> preferred 30-minute commute, compared with 2.5km, and with much lower costs than public transport, cycling allows medium-density, low-rise cities to function efficiently and economically.<\/li>\n<li>Citizens don&#8217;t have to own and run a motor vehicle, making immense personal economic savings<sup>14<\/sup>, while the 42% of the population otherwise excluded from many activities of society now can join in.<\/li>\n<\/ul>\n<div class=\"mceTemp\">\n<dl id=\"attachment_1978\" class=\"wp-caption alignnone\" style=\"width: 210px;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1978\" title=\"Theft200\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/08\/Theft200.jpg\" alt=\"Video\" width=\"200\" height=\"200\" srcset=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/08\/Theft200.jpg 200w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/08\/Theft200-150x150.jpg 150w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2012\/08\/Theft200-40x40.jpg 40w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><br \/>\n<span style=\"font-size: 11px; line-height: 17px;\">Theft Video Graphics<\/span><\/dl>\n<\/div>\n<ul>\n<li>Indirect benefits of high cycling numbers include\u00a0reduced noise and light pollution, clearer air and reduced personal transport costs.  More cyclists on the road has been shown and proven to increase safety for ALL road users<sup>24<\/sup>.  These make the urgent and vigorous promotion of cycling by all sections of society a high priority.<\/li>\n<\/ul>\n<p>Economic analysis of cycling policies estimate cost\/benefit ratios of provision (engineering, enforcement and education) for cycling up to 77<sup>16,18<\/sup> i.e. for every dollar or euro invested in cycling, society reaps 77 in the value of better public health (a half-hour&#8217;s daily cycle bestows an extra 1 to 2 healthy years<sup>19<\/sup> of life), reduced congestion and other savings.  That&#8217;s to say nothing of the impact, at a global scale, of the ensuing carbon savings on climate change and air pollution.<\/p>\n<p>As H. G.
