{"id":2464,"date":"2013-04-29T16:47:57","date_gmt":"2013-04-29T04:47:57","guid":{"rendered":"http:\/\/willandrewsdesign.com\/?p=2464"},"modified":"2013-04-29T18:32:07","modified_gmt":"2013-04-29T06:32:07","slug":"congestion-the-bitter-harvest-of-poor-urban-planning","status":"publish","type":"post","link":"http:\/\/www.willandrewsdesign.com\/?p=2464","title":{"rendered":"Congestion the bitter harvest of poor urban planning"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2470\" title=\"Picture 1\" src=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2013\/04\/Picture-11.png\" alt=\"Cover of report\" width=\"542\" height=\"476\" srcset=\"http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2013\/04\/Picture-11.png 542w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2013\/04\/Picture-11-150x131.png 150w, http:\/\/willandrewsdesign.com\/wordpress\/wp-content\/uploads\/2013\/04\/Picture-11-300x263.png 300w\" sizes=\"(max-width: 542px) 100vw, 542px\" \/><\/p>\n<h2>An extraordinary reaction to the &#8216;Funding Auckland&#8217;s Transport Future&#8217; report,\u00a0<a title=\"Consensus-building Group's Website\" href=\"http:\/\/keepaucklandmoving.org.nz\/\" target=\"_blank\">published in April 2013<\/a> shows the cluelessness of policy-makers.<\/h2>\n<h3><span style=\"font-size: 13px; font-weight: normal;\">Auckland&#8217;s &#8216;Consensus Building Group&#8217; today published a report setting out two options for raising the twelve billion dollars allegedly required for future transport funding there. \u00a0Two options are set out-<\/span><\/h3>\n<ol>\n<li>Higher rates, fuel taxes and a regional fuel tax<\/li>\n<li>Road pricing (like London&#8217;s congestion charge)<\/li>\n<\/ol>\n<p>Remarkably, presiding National Party transport minister Gerry Brownlee immediately insisted in a statement that\u00a0congestion caused by excess car use and under-controlled urban sprawl is not to be questioned or challenged.<\/p>\n<p>According to Radio NZ, &#8216;Transport Minister Gerry Brownlee, who hasn&#8217;t read the report, said a regional fuel tax, congestion charges and road tolls as they stand would never be agreed to. \u00a0Mr Brownlee said New Zealanders &#8216;won&#8217;t be paying twice for roads&#8217; when money has been generated through their excise duty or road user charges, while a congestion charge would not be appropriate on government-owned roads.&#8217; \u00a0Have motorists even paid once for these roads?  Or does he expect the\u00a0<a title=\"Auckland Transport Blog\" href=\"http:\/\/transportblog.co.nz\/2012\/12\/03\/myth-busting-roads-dont-need-subsidies\/\" target=\"_blank\">rest of us to support<\/a> motorists&#8217; expensive habits?<\/p>\n<p>Fairfax Media reports, &#8216;A group of Auckland&#8217;s business and community leaders, convened by mayor Len Brown to give its view on funding projects to solve the city&#8217;s transport crisis, is today calling for public feedback on two funding options. \u00a0Group chairman Stewart Milne says Auckland faces a $12 billion transport funding shortfall by 2041 if nothing is done. \u00a0Employers and Manufacturers Association chief executive Kim Campbell says the city will suffer if nothing happens:\u00a0&#8220;Finally when the place comes to a grinding halt, that&#8217;s when people leave. \u00a0We don&#8217;t think that&#8217;s a responsible view.&#8221;<\/p>\n<p>&#8220;Our population is projected to grow by as much as 1 million, with around 60 per cent of that coming from our existing populace&#8221;, says Brown.<\/p>\n<p>The public is being <a title=\"Consensus-Building Website\" href=\"http:\/\/keepaucklandmoving.org.nz\/\" target=\"_blank\">asked to submit feedback<\/a> on the group&#8217;s proposals before it makes its recommendations to Auckland Council in July.&#8217; (Scott Morgan, Stuff.co.nz, 2013- April 29th)<\/p>\n<p>This the same day that John Key was wheeled out for a\u00a0conference of petroleum industry representatives in Auckland to tout oil exploration by &#8216;large oil companies&#8217; in off-shore claim areas. \u00a0Hmmmm&#8230;<\/p>\n<p><strong>I&#8217;m not up to date with the issues but it certainly seems remarkable that \u00a0funding challenges of up to $12 billion can be discussed by senior Government members without reference to the Unitary Plan, denser urban planning, and the concepts of reducing transport needs from unnecessary car trips.<\/strong><\/p>\n<p><strong>And looking beyond this current spat, it looks like some of the problems arising from virulent car-dependent sprawl are coming home to roost.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>An extraordinary reaction to the &#8216;Funding Auckland&#8217;s Transport Future&#8217; report,\u00a0published in April 2013 shows the cluelessness of policy-makers.
